Since I spent an hour searching for this information, I'll put it out there, hopefully it will be useful to someone.
According to this page, you can send items by mail to Latvia from outside the EU without tax
- Gifts worth less than 45 euros (must look like a regular parcel and have a GIFT checkmark on the declaration label)
- Purchases worth less than 22 euros
Everything else will be subject to VAT and/or customs duty.
Parcels within the EU are not taxed at all, fortunately.
